Retain chart functionality for low-level boundaries #6

The Local Authority boundaries on the UK map seem to prevent the chart time series generating correctly, until one of the 'topnav' options is selected (e.g. Male, Female). New region-level boundaries seem to work fine (see Ghana and Rwanda examples).

Is there a fix for this, and will the same problem occur for District-level maps (NOTE: no data yet)?

This is fixed about 50% of the time when reloading the frame.
