Metric Download Warning When user does not have permissions #36

The new metric download feature does not present the user with any warning or message if their API permission level does not permit them to read measurements and metrics. It just completes without any messages whatsoever.

  1. Provide a warning when the permissions do not allow downloading metrics.
  2. Present a summary of how many metrics were downloaded (at least this lets the user know that nothing was downloaded)

This was implemented in version 7.0.18
