Meetup.com has a lot of this built in including periodic membership dues and per event payment. It also has attendance tracking.
I'm not sure we could use the meetup member dues feature, as t doesn't look like you can make it optional, and we don't want to exclude people from being a meetup member.
They also have a voluntary "contributions" feature, but Contributions are currently only available for Meetup groups in the United States
Also: Each Contribution is subject to a transaction fee. WePay collects 2.8% + $0.30 of this service fee to process the payment and Meetup collects 4.7% + $0.20.

I like Patreon.
From a sustainability perspective effort contributions are often worth far more to the community. For example stewarding a 2 hour event is equivalent to £15 at living wage. Prep for workshops is significantly more. Meetup gathers stats on attendances and whether the attendance was as a host or organiser and when. These could be used fairly easily to derive voting eligibility.

I was wondering if you might have hacking event to make something we need, possibly based on blockchain?
Ethereum smart contracts would be suitable. There's a PhD in the works at the Uni that relates to this and also an area I've been talking to Andy about for a while now.
