Graph Screen Improvements

List of Small Improvements to Make to the Graph Screen from Test Day

[x] Should be able to arrow through graph screen values
[x] Time should be not in military time
[ ] Should display milliseconds on the axis/ hover tooltip
[x] Graph screen mqtt section needs to have even smaller components (try copying exactly mqtt's sizing and adjusting from there)
[x] New Run Button should toast a success if successful
[ ] Need some way to tell we're currently receiving new messages (total message count in mqtt)
[x] Fix Realtime Button

Do all of these things, breakout new tickets if necessary
