Description

Right now the Scylla workflows take a while and are messy.

Acceptance Criteria

Workflows condensed and focus on runtime speed

Proposed Solution

Combine scylla checks, build, and test into one file with various jobs to do.
Make sure scylla stuff only runs when scylla is edited
Make sure linter/prettier only runs when client is edited.
