[Interface] - Validate SHT30 data over the CAN network #144

Description

Send SHT30 data over can network, validate the SHT30 works and the Embedded Base PR is goo for merging.

Acceptance Criteria

SHT30 sends temeprature and humidity periodically
Such data is accurate
Data matches calypso decoding either by changing cerberus or changing the YAML

Proposed Solution

Validate cerberus temp in monitor.c and associated PR in Embedded Base. Merge embedded base first then merge PR here with bumped submodule version.
