Debounce tsms sense #167

Observed Behavior

The MPU believes somehow that TSMS is turning off when it is not. Debounce this reading.

Expected Behavior

The MPU does not switch states randomly.

Steps to Reproduce

  1. Drive at high current
  2. Observe car shuts off
