Changes

Added in a bunch of stuff related to getting the encoder working

Revamped SSI implementation a bit
Added in incremental implementation from dev kit
Created tasks for reading encoder data and queuing to FOC controller

Notes

Not validated on hardware

Any remaining things that need to get done

[ ] Validate on hardware
[ ] Probably should evaluate an interrupt driven approach to reading this data
[ ] I expect some merge conflicts that need to be resolved but none too terrible
