Implemented battery thermistor fault in statemachine.cpp. Defined max_tem and min_temp, as well as timer length in bmsconfig.h. Defined timers in statemachine.h #29

Closing as not complete. Needed somewhat big changes that havent been visited yet, can reopenwhen/if exisintg asignee or new one picks it back up
