this PR is for v1.0 of the BMS state machine

it should provide a working state machine that addresses all handle functions and initialize functions

note - some minor tweaks to be made as some other stuff gets tested and validated

work done by myself, @HamzaIqbal69 and @nwdepatie

Pretty sure this was all validated on hardware, so I'll approve, but Ima squash some commits together

Ah shit yeah this is a bunch of on the fly changes to therms to enable all 8 chips instead of just the alternating 4
