Add table of contents to some resource files #98

CHA resource could use a table of contents - it's very long. Is it possible to have it hyperlinked more?

Can definitely do in the ones displaying on github, but may not be able to do in app. Same with the collapsible section issue - may have to change renderer in the app which may break things. Be good to develop a list of htings that we want like this so that when we look for the other renderer and try it it has all the features we want.
