Adds the Vital Blade Infusion for Kineticist, and adds support for Vital Strike/Vital Blade in the Kinetic Lancer Archetype Adds the Kinetic Railgun feat, which integrates with Onslaught Blaster

Feel free to tweak things as you see fit, I tried to keep styles similar, but may not have been perfect I think there are also a few comments that don't need to be there, but that's fine
