Express time #5

This PR contains the changes from mongo-time and express-time. Imports a bunch of project boilerplate for hooking to mongo, seeding dev data, and hosting a simple express site to show current users. Most of these files are express auto-generated, uptime.js and background.js contain stuff that needs to be reviewed, as well as some documentation in seeds/.
