Querying segments: where do I find the segments' IDs? Are the segments' names mandatory?

Where in the UI can I find the IDs?
Can I export/sync those or is it a manual process?
Do I have to have the names of the segments too? I want to avoid to query them, as my managers can edit the names at any time.
