Bug - Mudskunk Lure Available For Purchase Without Quest #24

The item 'Mudskunk Lure' (ID 19974) should only be available for purchase from Nat Pagle after the player has completed the quest 'Nat's Measure Tape' (ID 8227). Currently, I am able to purchase the lure and I have not completed the quest.
