Biznack's Scope and Sharpening Stones not working as patch appropriate

I was told that items like Biznack's Scope and Elemental Sharpening Stones are not working properly for patch 1.7.

The +hit% scope is meant to work on melee and ranged attacks until patch 1.10

Elemental Sharpening Stones and other sharpening stones are meant to work on ranged attacks until patch 1.10.
