replicated on gnome, gonna look at some help threads now

latest version of avalonia seems to have introduced quite a few fixes for linux x11. will see if a fix for our problem here is buried in them.

this seems to be intended behavior on X11 (only sending scroll events to the focused window) and thus cannot be fixed.
