treewide: programs refactor

The long awaited programs refactor.

Done:

• Move modules.programs options to modules.system.programs
• break hosts to have module options in their respective files
• Use enable options for graphical programs
• use profiles under roles to enable some applications on a per-role basis

Todo:

• Drop as many instances of device.type as I possibly can
• general cleanup
