Needs implementing:

[ ] NLB's service needs CORS headers
Issues:
[x] Sometimes when requesting content resources, we get a 500 which tell us to wait while the resources are being fetched. We should implement some kind of retry mechanism.
Bugs:
[x] ~~setReadingSystemAttributes returns a Java exception~~. Fixed by adding (by the docs required) <config> block
