Maintain persistent map between Herostratus achievement IDs and GitLab achievement IDs #25

GitLab supports achievements: https://docs.gitlab.com/ee/user/profile/achievements.html

But you have to create each one using the GitLab API, and it returns an achievement ID. There needs to be a mapping between Herostratus achievement IDs and GitLab achievement IDs.
