auto updater does not stop or start when settings changed after reload #777

i was on 0.7.3-1951 (i think it was) and the updater was off. then you fixed the asset issue so i clicked unstable in the menu and it updated to 0.7.3-1956. then i opened the UI and set the updates back to 3h, then i didnt look at it again until this morning

Probably need to convert the auto updater to a normal trigger so it stops/starts/reloads properly.
