add a notification option to send when a collection reaches 100% #112

right, but when it checks and sees that a collection that has been monitored through notifiarr and sees that a new item is now in the collection and is no longer needed. Like such as once the collection is complete notifarr sending a notification saying its collection is now marked as complete

Added the collection progress to grab notifications which is sufficient
