Add Exclusion for Plex notifications

for Plex Notifications:

• exclude series
• Exclude users (existing)
• Exclude series on a per user basis
• Exclude series for users on a defined between x and y time basis

usecase: users who like to fall asleep with say Family Guy going and thus have notifications all night long until they are killed by by KillStream via Tautulli https://github.com/blacktwin/JBOPS/blob/master/killstream/kill_stream.py
