Add ability to kill plex streams #15

So the three use cases:

kill a specific stream on demand
kill a specific stream for a specific user between X and Y time (maybe certain days if it's not hard)
after n consecutive shows with no pause/resume/stop it would kill it (Ala Netflix are you still there; but possibly smarter/conditional. I.e are you sleeping?)
