add a rule option to target device types using the platform and profile webhook fields #253

Platform (Profile) would yield Chrome (Web), Roku (Roku-7.x), Xbox (Xbox), Android (Android)... or Device (Profile) with Windows (Web), Roku Ultra (Roku-7.x), Shield Android TV (Android), 100097810 (Roku-7.x) this one is funky as i think it is a roku tv... kinda think platform is better than device by looking at it but for like the shield device is better. i dunno
