What steps will reproduce the problem?
1. change 4th class with Community Board or Event Cat NPC or OnScreen message
2. learn all 4th class skills
3.

What is the expected output? What do you see instead?
None skill from 3rd class and before classes must stay, but a lot of them are 
staying.

What version of the product are you using? On what operating system?

I missed to put some examples:
Sleep on prior-Feoh Wizards
Sword / Blunt Mastery on some prior-Tyr Warriors
Fortitude on some prior-Tyr Warriors
Light Armor Mastery on Kamael Classes
