Forbidden: Authentication problem [URGENT] #33

I have installed both 2.1.9 and 2.1.8 and both when I try to access rutorrent it gives me

Forbidden

You don't have permission to access /rutorrent/ on this server.

I got no clue what is the issue or how to fix this.
