Added Grievance Procedure and SafeSpaces #21

This is just a simple addition of the two additional documents.

I haven't added anything to the TOC. Just I just add the name of the file to the bottom of the list in index.rst, or is it more compllicated than that?

I can't spell "grievance". I keep getting it wrong, so please point it out if its still wrong anywhere.

I have comments to make on the documents, but I will await their being committed first.

Happy to merge this, but can you also update index.rst to reference these new files. They will need adding to the main body and the toctree (just type the file names at the end of the list)

Ping this pull request once you have made those changes and I will merge

I've updated the body and TOC, but I'm not sure if they build because I don't know how to do that.
