Create a page similar to https://design-system.service.gov.uk/patterns/problem-with-the-service-pages/. Put it under the Page templates.

Perhaps we can pull some analytics data on this. Most of our services should be backwards compatible. Considering mircosoft no longer supports IE, we might not need to address this as it could confuse people more?
Not sure about the javascript one, but seems relevant. If a user has javascript turned off we'd need to show a message letting them know why they can't use the service unless JS is on. This might be already handled in a default message from the browser?
I'd also note this is different from a 404 (broken link) or 500 (service error), because it's an issue with the user's device, not the service itself.

I was wondering about the pattern of displaying this message. Is on own page? Is it a pop up window? A message on the first page of the service?
I was thinking that we should some more messages created too. For example, JavaScript is turned off.
