Guidance for when popup messages or overlays are used as well as design guidelines for them.

We use them in mortgage/collections and follow the bootstrap modal design https://getbootstrap.com/docs/4.0/components/modal/

Some more usability/accessibility testing is needed - some users find them disruptive/annoying

Graham has found a pop up that accessibility friendly. We wanted to test it to see how good it was.
