Should guidance regarding menu structure and placement be provided?

This was prompted by an observation made when reviewing an application in development where the application had a two row menu aligned right in the header.

The building blocks page also uses a different style header nav (white background, under the ribbon) and a vertical menu: https://nova-scotia-digital-service.github.io/service-pattern-library/

This is a good area to revisit when we look at creating a unified design system.
