Guidance on Tool tip #92

Tool tip discussion came up at the guild meeting.

We should look at giving guidance on it.

Something like: When to use it? Different options to a tool tip. Code for accessible tool tip.
Code for mobile tool tip.

I found some good guidance from Nielsen Norman group. Specifically, don't make using the tool tip essential to completing the task. I can see us using them for unlabled icons, but it would depend on context and I don't think they should be encouraged.

I would like to adapt Neilsen's guidance. I agree with you about it depends on context.
