Backup OBC setup #7

Our new onboard computer has not yet arrived, and there is no guarantee that it will arrive before our Feb 15 deadline.

To account for this, we need to re-setup a decomissioned onboard computer (OBC). In the lab, we have the choice between a Jetson TX2 and an AGX Xavier. Choose one, reflash with the latest JetPack (Linux for Tegra) version, install Docker, and load Navigator.

@vhkota , I'm tabling this, as the combination of the lab laptop and my personal laptop should get us past the Homecoming Parade next week. Your work with flashing the Jetson will transfer very well to our new onboard computer set up, though, so it's good experience.
