fix: workflow docker cmd #406

Attempt to fix failing build due to invalid Docker command.

Error message (if logs get deleted in future):

Seems like a library called Lemon was in 4/23 (9 months ago) here but the Docker image novautd/navigator hasn't been updated since 3/23 (10 months ago), so the image is outdated.

It would be nice to have a workflow that publishes a new Docker image to their registry.
