Certain items are unable to be easily acquired or acquired at all, a example is drowned loot table.
Describe the solution you'd like
Similar to witch water, the ability to make "Witch Water of the Sea" using seawater instead of regular water in the same method to get witch water. The water would act similar to witch water when mobs com in contact with it, but the mob transformations would be more akin to the ocean/tundra then the nether/desert.
Describe alternatives you've considered
Just having sea water do the transformation. Creating recipes for the missing items. Making a way for the mobs to spawn naturally without finding the needed biome..
