Setting Cyborg Head in Augments causes perpetual baldness

Issue Summary

Essentially, setting your character to have a cyborg head in the augments tab will cause the character to be perpetually bald. Your hair will show fine in the previews, but actually spawning in causes the baldness to occur; it's not dependent on hairstyle as different hairstyles have this issue. Wigs do at least work but obviously that's not a full time sollution. Included are images of testing.

Reproduction:

Create a character. Set a hairdo that isn't bald. Set your head to be a Cyborg Head in augments. Spawn in bald.

This probably an issue with cyborg head flags, similar to how moths couldn't have hair for a while. I'll look into this soon.
