Ability to specify time signatures #8

Right now only 4/4 is available. Figure out how to specify the time signature, possibly via comment.

Ideally, given the scale (or a default scale of 16), a converter could guess the time signature from row highlights. The problem with that is text export omits row highlights. I've filed an issue against 0CC-FamiTracker to get row highlights into text export.

Text export excludes row highlight and linear pitch
