[Bug] prevent existing names for blocks and trains #132

Describe the bug There is currently nothing that prevents creating a train or block with a name that already exists, this will certainly lead to issues.

Expected behavior display an error when trying to do this

with #122 we might not strictly need unique names, so maybe this can be deprioritized or closed
