We're missing the Manifest hashes for the new ebuilds. You can generate these by running pkgdev manifest from dev-util/pkgdev in the intel-oneapi directory.

I'm not sure if I'm able to. Running that command returns

pkgdev manifest: error: repo init failed: repo 'natinst' at path '/var/db/repos/natinst' has missing masters: 'gentoo', 'guru'

No worries, I generated them in a follow-up commit and did some manual fixes to get the dependencies resolving properly.
