Integrate towny into existing systems.

Towny Tasks

• [x] Add dependancy
• [x] Add utilities in core plugin for easy access. (45%)

  Core Tasks

• [ ] Add town info to player stat information (Still ongoing and still not released anyways SO NOT HIGH PRIORITY) - Optional

  Homes Tasks

• [x] Block homes in none allied towns.
• [x] Auto delete homes currently in towns.
• [ ] Deny certain commands in certain towns (None need to be denied at moment)
