doesn't run on win 2003 #13

won't run on win2k3. Have all required binaries in same folder as indicated and .NET 2.0 verified. run exe and hourglass spins briefly, then nothing.

I've tested this on Windows Server 2003 Enterprise, which had .NET 2.0 SP1 and it runs fine. There seems to be an issue with how process elevation works for attempting to install the proxy as a service, but everything launches and you can start the proxy with the start button just fine.
