Finish up making the forum usable.

[x] Thread creation and reply forms
[x] Post deletion [User & Mods only]
[x] Post editing [User (& Admin?) only] - Must display edited notice and timestamp of edit
[x] Thread locking [Mods only]
[x] Thread deletion [Mods only]
[x] Pagination

Basic pagination added in db687eaf70bd935a49e3b7d1869c9f601a4fd3f8

In the future it should detect what page the user is on and display accordingly. Clicking on the ellipsis for a page selector would be really nice too.
