Improved Time Display #11

Primarily, time should display in visitor's time zone, instead of server time

Things to implement:

[ ] Time zone detection for guests
[x] Time zone selection for members
[x] More readable display instead of ugly time stamps (i.e. 58 minutes ago, 3 hours, 3 days, etc)

I am not going to implement auto-detection for guests at this moment. My reasoning is the majority of times will be listed in relative form i.e 1 hour ago and time zone will not change this. The only place exact dates will be listed, at time of writing, are the UTC date listed on mouse hover. But, as this displays the offset to the user and is not confusing for regular use, I see no major issue with this for the moment.

May reopen this in the future if dates become confusing.
