There should be no rule ideally at the community. Moderation should be minimal.
There should be a system that somehow encourages users to avoid duplication ideas.
No deleting though, even if there's a duplicate. Moderation action will be taken only when absolutely necessary. We expect users of an open-source community for the environment and sustainability civil. They won't need moderation.
