Export ENVIRONMENT='local' in bashrc. #50

Now that we are using Devinci to automate environment switching we should automatically let it know that our vagrant vms are the local environment.

Acceptance:

[ ] echo $ENVIRONMENT // You should see local.

Looks like https://github.com/NuCivic/ansible-dev-vm/pull/49 is coming for the ride on this one because I branched of it by mistake. If that is a concern I can resubmit. But both really should be pulled in IMHO.
