New role "content creator" + unpublishing while retaining data #32

Steve Adler from IBM requested that we hide a volunteer-submitted CartoDB map of Sierra Leone's medical facilities to respect the country's wishes for privacy.

To be able to retain the data while removing the embedded map, Andrew and Sheldon created a new role for users called "Content creator." This gives them less power and privileges than "Editor," and allowed us to unpublish the map.

Teo built a whole set of roles in a module a while back including a role like that. Do those not ship with out of the box DKAN @drkloc @acouch @grantdobbe ?
