Details Pane needs to reselect appropriate package #10145

The right-side Details pane traditionally preserved the selected package, if shown in the newly selected Tab (otherwise, it was cleared).

Some customers prefer tab-specific selection, and others prefer it to persist across all tabs.....

I will timebox this work such that, at a minimum, the behavior doesn't change significantly. If time permits, and data and PM team supports it, I'll work in tab-specific selection.

Promoting to just a Tracking item so that when the Epic work is implemented, I make sure this behavior doesn't regress.
