Time-boxed effort to investigate and create prototype(s) for changes to the VS Settings dialog. The Epic serves as a guide for customer input.

Users are commonly confused by the package source dialog (especially https://github.com/nuget/home/issues/8315)
How difficult to add a default package source? https://github.com/nuget/home/issues/7483
Can we use WPF rather than WinForms?
Consider that we may want to add new settings in the future...

Prepare any prototype(s) for the next User Study to solicit feedback (particularly for package sources).
