When using CPM, VS PM UI "Consolidate" tab shows "No packages found" #12267

It bothers me. A fix would be nice

Repro Steps & Context

On a project that uses CPM, open Solution PM UI and navigate to "Consolidate" tab. The message shows "No packages found", which is not correct. We should either hide the tab completely, or change the message to something like "You are using Central package management, your packages are fully consolidated!" :)
