Package Manager Settings Help Button (?) in VS2019 opens outdated VS2015 specific Docs #9490

Visual Studio 2019 NuGet Settings dialog in Tools ->NuGet Package Manager -> Package Manager Settings has a Help Button (?) which opens the Docs page specific for vs2015.

Selecting "?" in the top right.... image

.....opens this Docs Page (with &view=vs-2015 in query string).

Note: I'm also not sure this is the best docs page as it's very generic info, and also even says it is specific to VS2015. Part of this work may be figuring out if we have a better doc to show and if not, addressing that (or in a separate docs issue).

NuGet product used VSUI NuGet version (x.x.x.xxx): 16.x

Appears the URL system has changed such that it automatically directs 16.x to the correct docs pages. Tested 16.8 & 16.9 and they now go to https://docs.microsoft.com/en-us/nuget/consume-packages/install-use-packages-visual-studio?f1url=%3FappId%3DDev16IDEF1%26l%3DEN-US%26k%3Dk(VS.ToolsOptionsPages.NuGet_Package_Manager.General);k(TargetFrameworkMoniker-.NETFramework,Version%253Dv4.7.2)%26rd%3Dtrue
